Britain and America have established a significant trade agreement that will keep no duties on UK pharmaceutical shipments entering the US market.

Agreement Details of the Pact

As part of the deal, the UK has committed to raise expenditure on drugs through the public health system. This pledge secures that import taxes on these vital exports will remain at nothing for a timeframe of three years.

This agreement comes after earlier statements to significantly raise import taxes on branded pharmaceutical imports, with figures mentioned as high as double the cost.

"This agreement between the Britain bolsters the worldwide climate for innovative medicines and establishes long-overdue fairness to American-British pharmaceutical trade," a release noted.

Economic Impact

Pharmaceuticals represent one of the UK's biggest exports to the US, which is clearly the biggest market for leading companies like GSK and AstraZeneca.

Export figures indicate that in the year to the end of September, the UK shipped drugs valued at over eleven billion pounds to the US. This figure represented nearly one-fifth of total UK exports in that span.

"This guarantee safeguards work, boosts capital expenditure and paves the way for the UK to become a worldwide center for medical research," the Business and Trade Secretary remarked.

Key British Pledges

The deal includes several specific changes from the British government:

  • Higher Cost Ceiling: The UK will raise the price threshold at which it considers new treatments to be prohibitively costly by a quarter.
  • Increased NHS Spending: There is a goal to increase total health service expenditure on treatments from 0.3% of Gross Domestic Product to 0.6% over the next decade.
  • Payback Limit: The percentage manufacturers must refund to the NHS to prevent overspending will be restricted at fifteen percent. Last year, rebates exceeded twenty percent.

Broader Context

The deal takes place against a long-running row between the drug companies and the ministers over drug pricing and NHS adoption.

The disagreement were heightened by claims that US customers were paying several times more for the same drugs than patients in the other developed nations.

In recent months, several major pharmaceutical investments in the UK have been delayed or abandoned, while major investments have been announced toward US facilities.

One official acknowledged that the NHS had to spend more on medicines, noting that its expenditure on drugs had declined as a proportion of its resources over the last ten years.
